One of the craziest things about the Trump years -- and there are oh so many things to choose from -- is the way jokes have been weaponized. Generally you don't want your world leaders to be humorless but neither do you want them making random claims and statements on the record during official speaking engagements and then later say they were just joshin'. If you look at video of Trump recently and even from years ago, like 2016, it's pretty clear you're watching someone who has always just made up whatever sounded good to him at the time, regardless of anything external to his tiny mind, and gotten away with it because he's a putatively wealthy white guy. He's still doing that only now his vague maundering and hyperspecific bullying can change the world. And everyone is still letting him get away with it, I guess because no one close enough wants to tackle him and the rest of us are too far away. Then again, I've been in situations where someone has said or done something so unexpected (think: pulling a pistol from under their pillow) that every fuse in my brain blew and I stood there saying nothing and doing nothing, so maybe, generously speaking, that's what keeps happening.

There's a bit I remember from Nicholas Pileggi's Wiseguy, famously made into GoodFellas, where Henry Hill sees someone outside his suburban home, across the street, just this regular neighbor, and he runs out and pistol whips the guy. And Hill observes that mobsters can get away with this kind of behavior because it's so far outside the normal behavior of normal people that no one knows what to do.

Anyway, Trump is talking about annexing Venezuela.
