Sure, one reason you don't imprison or assassinate leaders on diplomacy missions is you don't want to engender mistrust. On the other hand, I feel like maybe war criminals should be afraid to set foot on American soil. I'm definitely in favor of war criminals being fearful. I'm especially angry that American troops were used to make everything nice for a war criminal.

I mean, yes, in a sense all presidents of the United States are war criminals. Even Jimmy Carter did some shit. And let's not beat around the Bushes. But there's definitely something to be said for scale: Bush/Cheney/Rumsfeld, Nixon/Kissinger, Putin, these guys are in another league. Should they all be tried for war crimes? HELL YES. Even the dead ones, just to make a point.
