More than once in the history of nuclear weapons we've been close to nuclear war but it was averted by someone in the chain of command saying, "No." Robert Anton Wilson was full of shit a lot of the time but one true thing he wrote once was that the only truly inalienable right of anyone is to say "no" and accept the consequences.
